In Autumn 2022, when the draft Local Plan was last consulted on by Winchester City Council, no sites in Sutton Scotney were proposed for development.
In the updated draft Local Plan, an allocation has been proposed north of the A30 for up to 60 new dwellings. This site was not consulted on as part of the earlier consultation on the Local Plan. The current Local Plan consultation is the final opportunity for you to share your feedback on where you think new development should happen in Sutton Scotney. Council Leaders and Planning Officers responsible for the Plan are urging you to share your thoughts.
We are seeking your views on Land South of Wonston Road, which we believe forms a more suitable location for housing development in Sutton Scotney.
Our 2.8ha site sits well within the existing context of the village and could deliver a scheme for up to 60 new homes, including 40% affordable housing, alongside green open spaces dedicated to chosen community benefits. Potential community benefits are currently being consulted on (see survey at bottom of page) and may include an extension to the neighbouring Victoria Hall car park, new growing spaces and allotments, or new play areas and facilities.
We are aware of longstanding drainage and flood issues and are committed to finding a solution. We have prepared a strategy that can alleviate surface water flooding in the village.
We have worked with Southern Water to address drainage. WCC has proposed a policy for no greenfield sites to be delivered before 2030. We support these timescales mindful of a satisfactory drainage solution being in place by this time.
Regardless of an allocation, Hampshire CC, as the Lead Local Flood Authority, will not allow for an application to be positively determined until this solution is in place.

The site has the following features that we believe makes it suitable for a positive development that benefits the village of Sutton Scotney:
Integrated location within the village means community benefits delivered on-site would be accessible for existing residents.
New residents can easily and safely walk to shops and other amenities including the village centre, the nursery, convenience store, pub, sports pitches and surgery.
The site is well-connected and benefits from public footpath connections that join the wider Public Rights of Ways (PRoWs). Development of this site will also see the opening up of a section of the Watercress Way.
Trees and hedgerows already surround much of the site and would be retained and enhanced, providing a natural visual screen into the low-lying site whilst providing benefits for nature.
Wider land in same ownership could be considered for biodiversity net gains, footpath connections and further benefits.
Development will take place exclusively on land in Flood Zone 1 and outside the historic flood extent. Drainage features have the potential to significantly reduce the risk of surface water flooding in the village.

As a local developer, we intend to collaborate with the Village Design Statement Team to ensure alignment on a shared vision and the delivery of a high-quality scheme that benefits the village of Sutton Scotney. As part of this we are committed to build only up to the allocated number of homes on the site and will not commence any housing development until a drainage solution is in place.
The site has viability to deliver 40% affordable housing. In addition to the high-quality design and materials that we will incorporate throughout the scheme, we’ll deliver additional planting and landscaping to ensure that the scheme blends sensitively with its near neighbours.
In addition, we are committed to bringing forward additional community benefits for the village as part of the proposals. Whilst specific benefits are currently being consulted on (please see survey at the bottom of the page), it may include an extension to the neighbouring Victoria Hall car park, new growing spaces and allotments, or new play areas and facilities.
In addition, the scheme would also seek to provide, flood alleviation, drainage solutions and the opening up of a section of the Watercress Way route.
